Function
Advise and assist the Director in performing the function of organizing, managing and operating activities related to: organization and personnel; planning and financial work; administrative work, management, internal protection of the agency; and synthesize and coordinate the activities of the Institute’s units according to the work program and plan.
Duties and powers
1. Organizational work
- Presiding over the development of projects on the establishment, merger, separation and dissolution of units and organizations of the Institute;
- Presiding over the work. consolidating the organizational structure of the Institute, establishing working councils and working groups related to the organizational fields of the Institute; functions and tasks of the units under the Institute; documents and regulations governing the organization and personnel of the Institute; decentralization and decentralization of management authority of the Institute.
2. Personnel work
- Coordinating with the organizational division of the Party Committee: implementing the cadre planning according to the term and annual according to the guidance of the superior Party Committee (Participation of the Party Committee of Hanoi National University. Cabinet (VNU)); appointment, re-appointment, transfer, rotation, resignation and dismissal of cadres in accordance with decentralization and current regulations; implementation: recruitment, employment and management of cadres (officials, employees) in accordance with the decentralization and current regulations; the training and retraining of cadres according to professional titles, fostering political theory, improving professional qualifications in order to meet the standards of cadres before appointment, meet the requirements and staff development strategy of the Institute, of VNU;
- Manage personnel’s records, resumes, and insurance books;
- Deployment focal point the process of considering and conferring titles, the process of considering and recognizing the standards of the title of Professor, Associate Professor and other noble titles;
- Make a list of salary and benefits payments calculation of salary, additional monthly income, comparison, deduction and payment of social insurance payments for employees in accordance with regulations; assume the prime responsibility for, and organize the implementation of, the work of reviewing and proposing to raise salary levels and allowances for officials; occupation and assigning salaries according to professional titles to officials in accordance with the decentralization and current regulations;
- Organizing and guiding the implementation of social insurance regimes to ensure the main benefits reasonable and legal for officials, including: maternity benefits, toxic allowances, occupational allowances, labor protection, labor accidents, sickness…;
- Construction and management Issue documents on annual employee benefits according to the Internal Expenditure Regulations. Coordinating with units to update and amend internal spending regulations when necessary; retirement and benefits for cadres belonging to the policy family; ministry in the Institute; authorized by the President to work with external agencies on matters related to the Institute’s staff; , manage and organize, guide the implementation of emulation and commendation;
- The focal point for implementing emulation, commendation and discipline work; annual assessment and classification of staff according to their assigned competence;
- Receiving, issuing and managing incoming and outgoing documents and documents; The focal point for collecting and paying party fees as prescribed;
- Performing the tasks assigned by the Party cell’s Party Committee: Summarizing the organization and implementation of resolutions, directives and regulations , regulations of the Party Committee at the higher level and of the Party Committee; assist the Party Committee in implementing the regime of periodic or extraordinary information and reports; manage archives of the Sub-Committee; carry out tasks to ensure material and financial conditions for the operation of the Party Committee; participate in the organization of serving congresses, conferences and meetings of the Party cell; meetings of the Secretary, Deputy Secretary of the Party cell; perform other tasks assigned by the Party Committee.
3. General administrative work, archival records, facilities management
- Presiding over, coordinating in the preparation of contents and programs, recording minutes and issuing notices of conclusion of meetings ; working briefing meeting; summary conferences under the direction of the Institute’s leaders; monitor, urge and inspect the implementation of the meeting’s conclusions; perform secretarial duties to assist the Institute’s leadership;
- Prepare and send the weekly work schedule of the Institute’s leadership to the units;
- Plan, organize the reception, prepare facilities and perform the reception work for the Institute’s meetings, domestic and international receptions under the direction of the Institute’s leaders;
- First to carry out communication work, promote the image of the Institute; acting as the focal point for providing information of the Institute to the press agencies under the direction of the Institute’s leaders; manage the Institute’s website and email;
- Implement the issuance of referrals and travel documents for the Institute’s civil servants, officials and employees who are sent on business trips in the country; sign and certify travel documents for visitors to the Institute;
- Certify copies of original documents and documents issued by the Institute; certify signatures of officials as prescribed; implementation clue
